Recently, a new idiom has emerged: "using punishment to collect debts." This phrase implies that punitive measures are being considered to resolve financial disputes. A notable case involves Ma Yijia, a female entrepreneur in China who has been waiting for payment from the government for eight long years after completing several projects in Liupanshui, Guizhou. Instead of receiving her due payment, she found herself detained by local authorities on charges of inciting trouble. Her lawyer and assistants faced similar fates when they shared information about her case on social media.

Ancient history offers a parallel, showcasing wealthy merchants who lent money to governments but faced dire consequences. One such example is illustrated by the inquiry, "Who is kneeling in the hall, and why did you bring this official to court?"

In ancient cultures, repaying debts was a fundamental expectation. However, when the government is the debtor, one must tread carefully. Take the case of Lv Buwei, who recognized a hostage named Chu in the Zhao Kingdom, believing him capable of ascending to the throne of the Qin Kingdom. Lv Buwei financed Chu's return, aiding his rise to power. Despite initially serving as Prime Minister, Lv Buwei ultimately feared for his life and chose to take poison.

Another example is Shen Wansan, a wealthy benefactor who supported Zhu Yuanzhang in constructing Nanjing. Despite his generous contributions, Zhu Yuanzhang's anger over perceived impropriety nearly cost Shen his life. Thankfully, Empress Ma intervened, arguing that Shen's actions were neither illegal nor disruptive.

The final figure is Hu Xueyan, known as a "red-topped businessman." He lent substantial funds to Zuo Zongtang for quelling a rebellion, earning praise for his contributions. Yet, the Qing court later stripped him of his titles, and he died in debt to the government.

Historical lessons on debt collection and power dynamics

Chapter 2: The Call for Accountability

In my view, prioritizing the arrest of corrupt officials like Li Zaiyong could help recover funds for individuals like Ma Yijia. During his tenure as the Secretary of the Communist Party of China in Liupanshui, Li Zaiyong oversaw numerous tourism initiatives, many of which were ineffective. His mismanagement led to a staggering increase in the city's debt, yet he was promoted instead of held accountable. Now under investigation for corruption and bribery, Li's case exemplifies the need for greater accountability among officials.

The legal system is designed to safeguard the rights of creditors and offer appropriate solutions for resolving debt disputes. Resorting to punitive measures can lead to further complications, including social unrest and a decline in trust in the legal system.
