The International Lunar Research Station (ILRS) is poised to be humanity's first lasting settlement on the Moon, thanks to a groundbreaking collaboration between Russia and China.

A recent agreement between the Russian space agency Roscosmos and China's National Space Administration (CNSA) sets the stage for the establishment of lunar outposts both on the Moon's surface and in its orbit. This announcement coincides with the upcoming 60th anniversary of Yuri's Night, which celebrates the dawn of human space exploration.

Roscosmos, formed in 1991 from the remnants of the Soviet space program, has a rich history of achievements, including launching the first satellite and sending the first man and woman into space. Notably, in 1971, the USSR launched Salyut 1, the first space station to orbit Earth. The Soviet Union also played a pivotal role in the evolution of the International Space Station (ISS), originally conceived as a U.S.-only project.

On February 10, China's Tianwen-1 spacecraft successfully reached Mars, marking a significant milestone as it was the first mission to arrive with an orbiter, lander, and rover. Although the lander and rover have not yet landed on Mars, this achievement follows China's successful robotic lunar sample return in December, the first in four decades.

“Under the ILRS initiative, China and Russia will leverage their collective expertise in space science and technology to outline a strategic plan for the construction of the ILRS. They will collaborate closely on planning, demonstration, design, development, implementation, and operation of the station, while also promoting the project within the global space community,” reports the CNSA.

Both nations have expressed optimism about the potential for creating a large-scale structure in lunar orbit, aiming to combine their extensive experiences in space exploration to develop a moon-based research facility.

The first video titled "What Life in China's International Lunar Research Station Will Be Like" provides insights into the daily life and research activities that might take place in this ambitious project.

A permanent lunar base could offer numerous advantages for global space agencies and their citizens. It would serve as a vital stepping stone toward the eventual colonization of Mars and facilitate various activities such as solar observations, environmental studies, and exploration of other celestial bodies.

Establishing such a facility would also enable the testing of advanced technologies and capabilities, including robotics, resource utilization, in-space habitats, deep space propulsion, and optical communication.

The Moon's resources, particularly the vast amounts of water found in permanently shadowed craters, make it an ideal launchpad for future missions to Mars and beyond.

The creation of an International Lunar Research Station would represent a significant advancement in transportation, access to extraterrestrial resources, power generation, and communication systems, ultimately reducing the technical and financial risks associated with missions beyond our lunar neighbor.

The concept of a Lunar Station is designed to establish a permanent human presence on the Moon, utilizing proven capabilities and best practices gleaned from the ISS experience.

“The ISS serves as a testament to the viability of long-term human habitation and operations in space. It showcases the capacity of multiple nations to collaborate on complex, costly space projects over extended periods to achieve a shared objective,” NASA stated in a 2014 assessment regarding a potential lunar base.

The ILRS is expected to accommodate crews of 10 to 30 individuals, providing essential amenities such as shelter, power, life support, communication, and surface mobility. Its development will be supported by a consortium of public, private, and international stakeholders.

Russia and China are not new to working together in space, having previously collaborated on various lunar and deep space exploration initiatives.

The second video titled "China's Plan to Establish a Permanent Base on the Moon" discusses the strategic vision and operational plans for this lunar research station.

Section 2.1: Future Prospects and Collaboration

The community residing in the ILRS would collaborate in developing shared infrastructure while also honing their individual skills and capabilities. Activities could span scientific research, resource extraction, human exploration, and even tourism. This initiative builds on insights gained from the ISS, which was constructed through the cooperation of sixteen nations.

When budgeting for the lunar station, program managers will look to the ISS for guidance. Initial funding is anticipated to come from government resources, with the collaboration of two leading economies facilitating shared costs for the development of this international lunar scientific research station.

With NASA planning to return humans to the Moon via the Artemis program in 2024, the landscape of lunar exploration is evolving. In the coming years, several nations, including China, along with private companies, are expected to develop the necessary technologies to send humans to the Moon.

Currently, the U.S. allocates only half a percent of its federal budget to science, with NASA's 2020 budget at $22.6 billion and the annual ISS budget around $3 billion. Meanwhile, Roscosmos receives about $2.8 billion annually, and Russia and China estimate that maintaining a lunar base would cost approximately $2 billion per year, primarily driven by transportation expenses.

A critical technology still needed for establishing and maintaining a lunar station is cost-effective and reliable transportation to our closest celestial neighbor, potentially marking the next chapter in human habitation beyond Earth.
